  民国十四年,在秦岭腹地汉中佛坪这个距今四百年历史的县城里,发生了这样一个真实的故事。由于县城地处秦岭腹地,与世隔绝、交通不便,多年来,佛坪匪患猖獗,民声载道。为剿灭以常龙为首的一帮匪徒,已经先后有郝县长和牛县长殉职于任上死亡不是生命的终点,遗忘才是。
  牛县长在履新的当天被常龙一伙击毙在街心九儿客栈的门前后,由谁出任佛坪县长、安抚民心、追剿匪徒,成了让汉中府道尹大人头疼的问题。在道尹大人召集的商议会上,当省城督军杨大人的小舅子刘髯翁提出县城迁址至袁家寨时,道尹大人的得意门生、刚刚进入佛坪地界的赵伯雄不仅极力反对,而且还毛遂自荐、出任佛坪县长。
  赵伯雄掌职佛坪县长后,一面着手调查民情、体察民意,一面开始追剿常龙匪伙。但让赵伯雄没有料到的是,之所以前两任县长先后遇害、省城督军大人和刘髯翁大人极力主导佛坪迁址,是因为常龙受陈坎爷收买,而和刘髯翁有着表亲关系的陈坎爷都盯着上峰拨下的巨额县城迁址经费。
  尽管两个得力随从建议利用常龙对九儿客栈老板娘九儿的一往情深,致常龙于死地,但常龙以这样做不仁义为由决定利用下葬两个殉职前任的机会,将常龙引下山来,然后在城里来一个瓮中捉鳖。果然不出赵伯雄所料,得到县府郑师爷的报信后,常龙趁赵伯雄出城送葬的机会,从山上下来,进入城里,想将九儿一起带走。
  在赵伯雄对常龙一伙的围歼中,常龙失手一枪打死自己钟爱一生的九儿。就在赵伯雄接到常龙对决的邀请时,省城督军杨大人决定佛坪迁址袁家寨的公文已经下到了汉中府道尹大人的手中。常龙在对决中让赵伯雄成全了自己到阴曹地府见九儿的心愿后,被削去官职的赵伯雄赶到袁家寨结束了刘髯翁、陈坎爷一伙的性命。一年后,省城一份火速剿灭匪徒的公文送到了汉中道尹大人手中。公文中称:从匪徒打劫官府的手段来看,匪徒首领疑为赵伯雄。
